Your Feed Back Needed!!
The trustee's are wanting to get the Home Owners input. We would like to know if, when new people move in to the neighborhood, the HOA would provide a packet of information of local business.
This packets information would likely include Utility/School phone numbers, Pizza places, Local Restaurants. We would also include HOA rules and restrictions, Website/PSAM information.
We are asking that the members of the HOA to put in there ideas and requests. Please email with the link on the right handside.

Annual Waggoner Chase Homeowners’ Association meeting
The annual Waggoner Chase Homeowners’ Association meeting was called to order by Trustee, Richard Kee at 7:00 PM on Monday, March 30, 2009 . There were 29 members present.
2009 Budget:
A discussion was held on the 2009 Budget that was approved by the 2008 Trustees and sent out to the homeowners in the mail prior to the meeting. In 2008 5% was held in reserve for delinquent fees. Because of the economy and the many foreclosures 10% is being held in reserve for 2009.
The new landscaper contract should save the homeowners approximately $3500 for 2009. The irrigation costs increased slightly, but most of the items are in the same range as 2008.
Past Due Accounts:
It is part of the function of PSAM to know the names of who owes annual dues and fees. The Trustees do not know those who are delinquent in payments. Lisa Pearson summarized the amounts that are owed and that are in the process of trying to collect.
20 between $100 - 200
2 between $200 – 300
4 between $300 – 400
9 between $400 – 500
3 between $500 – 600
3 between $600 – 700
3 between $700 – 800
1 between $800 – 900
2 between $900 – 1000
7 over $1000
May have to determine whether to write-off fees owed from any foreclosures. In some cases HUD has picked up the fees owing to associations. Some of the fees owed include a number of late fees at $25 each. Warning letters are sent out along with a late fee assessment. Action from small claims court can be taken. As a last resort action, wages can be garnisheed.
Recommendations for 2009
The Trustees have initiated a contract for the repair and proper replacement of the rock wall at the entrance to Phase II at Solomen Run Road .
Currently in contract is a section of fencing on Waggoner Road, north of Solomen Run – south of Waggoner Chase Blvd. Fence is being constructed to connect the current fencing. Trees can be planted later.
Planting flowers at the entrances did not get done in 2008. We had no volunteer group as in 2007. There is an allocation in the landscaper’s contract for seasonal plantings which may include flowers. This needs to be better defined as to comprehensive plantings. A discussion was held on how the members could help get the planting done for 2009.
The repainting of the entrance signs are in contract and are in the process of being painted.
Old Business
The Trustees had put the Harley Run gazebo project on the back burner because there were other issues that took a higher priority. There is still a possibility to build a gazebo in the future.
Phase II walkway from Benhower Street to the Harley Run community green area was discussed. A new option to build the walkway along Waggoner Road might be a better and safer alternative.
New Business
Election of 2009 Trustees: Lisa Pearson, PSAM conducted the election.
Tom Magin nominated Jim Justice. Jim declined.
Jim Justice nominated Tom Magin. Tom accepted.
Andrew Callahan nominated Mike Duane. Mike accepted.

Self Management
A discussion was held on whether we would consider being self managed instead of going with PSAM. Things to be considered:
1. Legal fees for collection of delinquencies
2. Integrity issues (could the Trustees be unbiased with making decisions on what could be personal issues brought up by disgruntled homeowners?)
3. Can be very time consuming
4. PSAM processed 169 violations in 2008… is this something that the Trustees can do successfully?

A discussion on a newsletter which may help in getting out information to the homeowners. A directory can also be created to give the homeowners information on the other members in the community. Other associations have used this method of communication and have also allowed businesses to advertise in the directory.
